I'd say the title of my post is accurate. According to this article the Philadelphia Police Department is literally asking to be sued under current Federal Civil Rights statutes.
Chapter 18 section 241 of Federal statutes states the following,
Sec. 241. Conspiracy against rights
"If two or more persons conspire to injure, oppress, threaten, or intimidate any person in any State, Territory, Commonwealth, Possession, or District in the free exercise or enjoyment of any right or privilege secured to him by the Constitution or laws of the United States, or because of his having so exercised the same.....They shall be fined under this title or imprisoned not more than ten years, or both."
The Philly PD are stating outright their intention to prone out, presumably at gunpoint, anyone who chooses to lawfully exercise their 2nd Amendment rights in the city. The entire Philly police department has now stated that they fully intend to "oppress, threaten, or intimidate" citizens solely for the act of exercising a Constitutionally protected right.
Now, I'd love to be the test case, since I have family living in Philly, but I'm a coward and I'm not keen on getting shot. My only encounter with Philadelphia police was one in which the officer in question was a rude, antagonistic, condescending bitch who had an attitude with me immediately because I was a well dressed young man driving an expensive car in her city. She then proceeded to refuse to answer a simply, politely asked question AND call me a liar in front of my parents, who took great exception to the false accusation.
Given that experience and the manner in which the Philadelphia Police treat open carriers you'll have to excuse me for having little / no respect for the Philadelphia Police Dept. as a whole. I have to say it's a good thing the police are this goddamn stupid and arrogant, because it'll make our case that much easier when the do get sued.
I have three words for these thugs with badges in Philadelphia. Go Alan Go!

Don't forget Title 18, U.S.C., Section 242, Deprivation of Rights Under Color of Law.
There's that too, but I thought Conspiracy Against Rights was more directly applicable here.
No reason not to charge them with violating both. Those are two laws that are severely underused in Second Amendment violations. That needs to change.
