The American Flag is Grafitti?

A painted American flag is considered graffiti in the U.S.A? Where in America could this happen? Why where else but the great bastion of individual liberty known as California?

Also, Caltrans says it's not supposed to be there yet it took them until now, nearly a decade, to finally get it removed. There's government competence and efficiency for you! Why not wait till after the 4th to remove it?

These days, I think the phrase you are looking for is "only in America". There is an increasing trend amongst supposed-Americans to disown our heritage, disavow our history, and discredit what makes us great. This is, unfortunately, no different.

Graffiti or not, I wonder what property common laws are in that area, and how it would apply to things that have been in place for years...
