Ruled by a small elite, of course.
Anything else is just a temporary aberration.
Hell, the "free country" the United States of America" is a temporary aberration when looked at in relation to human history.
Our founders did NOT want to be ruled, and they setup a government, constitution and country to make it so.
Today's Americans? (many of them) If the founders were alive they would see those Americans as little more than European loving boot-lickers.
