Oh, maybe because people get robbed at the mall too. It's funny, Christiana Mall has a strict anti-gun policy, yet that doesn't stop armed robberies in their parking lot nor shoplifters firing shots at unarmed mall security guards.
I seem to recall an incident where a DELOC member was OC'ing at the Mall and was told by a Delaware State Police officer to conceal his firearm so not to scare folks. When he responded that he didn't have a CCDW permit the cop said he was giving him permission to conceal.
Personally I don't see the point in Malls. I have to subject myself to droves of mindless sheep in condition white and enter a place where crime is enough of a problem that they have State Police actively patrolling inside. Shopping on the Eee in the buff without having to put on pants is easier, safer and infinitely less stressful.

I seem to recall an incident where a guy took an AK to a mall and shot the place up.
Unfortunately, the "no guns allowed" signs seem to be losing their power in the Knoxville region - perhaps they need to be recharged periodically? In any case, they certainly have not stopped any of the shootings that have happened at one mall in particular in the past few years...
My favorite part (sarcastically speaking) is that criminals seem to be able to carry anywhere but law abiding citizens are not allowed to protect themselves from those criminals. No wonder shopping online is so popular!
What the HELL was that Trooper thinking? NO WAY IN HELL would I willingly break the law without a permit to abide by an officer's order, while exercising my enumerated rights.
It's not from a political statement stand point, but only from a "I'm not willing to break the law and become a prohibited person." Then again, I'm in MD, so I'm a defacto prohibited person.
Concord Mall is supposedly quite open carry friendly. Christiana is not. Which is odd because Christiana is the mall that had the teenage gang riot.
