Government Shutdown

If you had any doubts as to President Obama's lack of respect for the U.S. Military his recent OMB directive should tell you all you need to know.  Here's the Obama Administration's OMB directive M11-13 (PDF warning) which freezes military pay.  A previous OMB directive had been in use since the Reagan Administration said that military personnel were to be paid in the event of a government shutdown and even Bill Clinton made sure to broker a deal with Republicans so that the military would get paid.

Obama?  Oh he's choosing to cut off military pay and use it as political fodder against those evil Republicans.  Correct me if I'm wrong, but I believe Obama can issue an Executive Order to make sure the military gets paid.  Instead he's using this against the Republicans when this whole thing has always been on him. 

What's worst about all of this?  The liberal media will surely side with Obama and claim that the Republicans are holding military pay hostage.  This shutdown is only supposed to impact "non-essential" funding.  Given that military spending is one of the few Federal expenditures for which there is Constitutional authority I find it reprehensible that Obama would use military members as political pawns for his out of control spending.  Reprehensible, but entirely unsurprising.

If no budget has passed and no appropriation has been made, then no he cannot. The President can't spend money without an appropriation through Congress. US Constitution, Article 1, section 9.
