Okay, okay, I know. But she's Right, and it won't happen unless we Storm the Bastille. Why? See Mel Brook's "History of the World, Part 1", the Roman Senate Scene.
Make serving in Congress like serving on a jury. You get $12/day. Nobody'll wanna do it. Select 15 random people per seat to sit as a representative, and then they have to "get excused" in order not to HAVE to go and Represent thier district. Once you serve, you're done.
